Elias Rocha Killed In E. Moline, IL Accident

DUI on Kennedy Drive

Tragic accident that occurred on October 2 in East Moline, Illinois. Elias E. Rocha was tragically killed in a crash with an alleged impaired driver 53-year-old Tonya E. Franks near Kennedy Drive and 20th Avenue. The two vehicles were traveling in opposite directions when one vehicle went into the oncoming lane. Sadly, Rocha was pronounced dead at the scene. Franks has been charged with two counts of aggravated DUI, causing death or great bodily harm and other charges are pending. We send our thoughts and prayers to the family of the victim.
