Eli Spicer was seriously injured after he was struck by a hit-and-run driver while riding his bicycle in the 9800 block of Roosevelt Way Northeast. Shortly afterward, he was transported to a hospital for treatment of serious injuries. The crash remains under investigation, and officials will release more details once the driver is apprehended.
