57-Year-Old Randall Starnes Killed In Rockford, IL Accident

Tragic accident that occurred on Wednesday March 17th at around 4 a.m. in Rockford, Illinois. 57-year-old Randall Starnes was sadly killed when he was struck by a hit-and-run driver. Mr. Starnes was crossing at an intersection in his wheelchair when he was struck by a motor vehicle that fled the scene.
