A 25-year-old woman was tragically struck and killed by an SUV driven by 55-year-old Pinky Higgins. The pedestrian was walking on the shoulder of the road at the time of the crash, and was sadly pronounced dead at the scene. The accident remains under investigation by the California Highway Patrol.
