A Pontiac was attempting to pass a vehicle when it crossed in front of Foster’s motorcycle, colliding with him head on. The victim was tragically pronounced dead at the scene. The 19-year-old driver of the vehicle was cited for failure to reduce speed, improper passing, not wearing a seatbelt, and operating a motor vehicle without insurance.
