Tragic accident that occurred on Monday, September 13 in East Hartford, Connecticut. 33-year-old Arlena Clark was tragically killed after being struck by a vehicle on Interstate 84, west of the exit 59 offramp. Arlena was tragically pronounced dead at the scene.
