Tragic accident that occurred on May 25 in Newport Beach, California. 14-year-old Rosenda Elizabeth Smiley was tragically killed by an impaired driver near Balboa Boulevard and Palm Street. Joseph Alcazar was charged with suspicion of homicide as police say alcohol appeared to have been a factor. Rosenda was pronounced deceased at the scene. The driver, Joseph Alcazar, was arrested on suspicion of homicide and cruelty to a child. We send our thoughts and prayers to the family of the victim.
