Tulley was driving a Hyundai Genesis the wrong way, when she collided head on with a Dodge Charger driven by 20-year-old Yanelis M. Figueroa. Authorities reported that they believe the driver was impared. Kayla, a student at Hilsman Middle School was a passenger in the Charger.
