A wheelchair-bound man was tragically killed after being struck by a hit-and-run driver. 56-year-old William John Wayne Russell was identified as the victim hit by a sedan while crossing the intersection of East Seminary Drive and Evans Ave. The driver of the car fled the scene after the collision.
