The driver, 18-year-old Eric Hernandez Garcia, lost control and hit two pedestrians on the sidewalk near 12th Avenue. Boomer died at the scene, while a woman in her 40s was hospitalized. Garcia was arrested on suspicion of vehicular manslaughter and hit-and-run. Authorities continue to investigate.
