The driver fled the scene. Police found Martinez lying near the west access road, where he was tragically pronounced dead. The alleged hit-and-run driver was later apprehended by police. He was identified as 21-year-old Giovanni Fernandez. Fernandez was booked into the Hays County Jail on a felony charge of accident involving death.
